Yes. Since February 2022, anyone getting a hazmat endorsement for the first time must complete theory training from a provider on FMCSA's Training Provider Registry before the state will let them take the hazmat knowledge test. This course is that training.
There is no required number of hours. The lessons add up to a few hours of video plus the quizzes and the final. Most drivers spread it across a few sittings.
No. The TSA security threat assessment is a separate application you make to TSA, with fingerprints and a fee. You need both: this training for the state knowledge test, and the TSA assessment for the endorsement itself.
You see which units to review, then you take it again with a different set of questions. There is no extra charge for retakes.
The ELDT theory requirement is federal and the Training Provider Registry is national, so the training is accepted in every state. Each state runs its own knowledge test and may have its own fees and scheduling.
